In the spring of 2018, the Trump administration began taking children from their parents at the southern border. Thousands were separated, some for years, and some families were never reunited. It was the first time his government turned force on the vulnerable as a matter of policy. It was not the last.
In his second term, immigration enforcement has become the sharp edge of that policy. Masked agents now shoot drivers through car windows, beat U.S. citizens outside restaurants, and detain children on their way to school. People have died in ICE custody at a pace not seen in decades. This page documents each case: who was hurt, what the government claimed, and what the evidence later showed. It also covers the federal crackdowns on protesters in Portland, Washington and Chicago. Officers are named where they have been charged.
On standards. This is not a partisan record: the same evidentiary rules apply whatever the politics of the victim or the perpetrator. Every entry links to court records, government data, published research or established news reporting, documented actions are kept apart from alleged motives, and recorded deaths apart from estimates. The Justice Department stops handing over evidence in the killings of Renee Good and Alex Pretti

Minneapolis, Minnesota. Nine months after federal agents killed two U.S. citizens in Minneapolis, the Trump administration has again shut Minnesota out of its own investigations. In court filings, Hennepin County Attorney Mary Moriarty says that on September 10, U.S. Attorney Daniel Rosen told her evidence sharing was paused indefinitely, citing “challenges with D.C.” That came after a written agreement in June and a July announcement that cooperation had finally begun.
According to the state’s Bureau of Criminal Apprehension, the federal government is still holding the cell phone of Jonathan Ross, the ICE agent who shot Renee Good, and Good’s clothing; the recorded statement of the agent who shot Alex Pretti; the weapons of the officers at the scene; and the gun taken from Pretti before he was shot. The filings are part of a lawsuit Minnesota brought in March against the Justice Department and Homeland Security. Without that evidence, the state cannot decide whether to charge the men who killed Good and Pretti. That is the point: agents Trump sent into an American city killed two Americans, and his Justice Department is making sure no one else gets to judge them. (See January 7, 2026 and January 24, 2026.)

ICE agents tackle a disabled U.S. citizen on his way to school and break his wrist

Santa Maria, California. Erik Zepeda, 20, a U.S. citizen and special-education student at Santa Maria High School, was walking to class from the group home where he lives when ICE agents pulled up in a black vehicle, ran at him, tackled him and handcuffed him. Zepeda has limited verbal communication skills and no family. Agents held him in their vehicle and questioned him about his name, birth date and citizenship; he had ID in his wallet, he says, but they never asked for it. Then they let him go in the same spot, a half mile from school. He walked the rest of the way. School staff called an ambulance, and a surgeon operated on his broken wrist. He also had a black eye, bruises and cuts. Surveillance footage obtained by a school resource officer confirmed the men were ICE agents.
ICE’s own account admits they grabbed the wrong man: agents said he matched the description of their target. They claim the student resisted and took “a fighting stance with clenched fists,” and say reports of broken bones are false because he never asked for medical help. A disabled young man, the wrong man, left with a wrist that needed surgery. Santa Maria City Council member Gloria Soto has called for an independent investigation. No agent has been disciplined or charged.

ICE agents smash a U.S. citizen’s truck windows and hold him at gunpoint

East Charlotte, North Carolina. Atilio Portillo, who came to the United States from El Salvador in 1988 and became a citizen in 2013, was driving to work on Idlewild Road with his nephew, also a U.S. citizen, and his brother when ICE vehicles boxed in his pickup. Agents demanded identification and ordered him at gunpoint to open the door. Bystander video records him telling them, “I am a U.S. citizen.” He says an agent pointed a gun at his face. When he did not open the door, agents broke the truck’s windows and pulled all three men out. Portillo says they never showed a warrant. He and his nephew were handcuffed for nearly 30 minutes while agents checked whether they were citizens, then let go. His brother, who Portillo says is undocumented, was sent to the Stewart Detention Center in Georgia. ICE did not respond to questions. Two American citizens on their way to work, a gun in one man’s face, glass smashed out of his truck: this is what enforcement looks like when agents are told to treat every Latino driver as a suspect.

ICE agents knock a U.S. citizen off his e-bike and cuff him with a broken arm

North Long Beach, California. Ricardo Gonzalez, 40, a U.S. citizen born in Hanford, California, and until September a Long Beach city employee, was riding his e-bike near Elm Avenue and 56th Street when, his family says, an unmarked vehicle carrying ICE agents struck him. Neighbors say agents tased him twice. Video shows him handcuffed face-down in the gutter, held by an agent in a “Police ICE” vest, crying that his arm is broken and pleading for a paramedic. Agents handed him to Long Beach police only after going through his wallet and finding his ID. Police found him bleeding in ICE custody and took him to a fire station, where his handcuffs were removed.
Three days later, ICE gave its version: Gonzalez, it said, had smashed the mirror of a government vehicle, and agents “followed their training and used the minimum amount of force.” A broken arm and two Taser shots for a mirror. ICE would not answer CNN’s question about whether it accepts that he is a U.S. citizen. Long Beach Mayor Rex Richardson has demanded the agents be taken off the street and that Homeland Security explain why they stopped him, whether he was racially profiled, and why he got no medical aid. No agent has been disciplined or charged. He is one more American citizen injured by the masked, unaccountable immigration force Trump built and sent into American neighborhoods.

A green-card holder dies in ICE detention after his family says he was denied his heart medication

Laredo, Texas. Emiliano Andrade-Covarrubias, 56, a Dallas house painter, lawful permanent resident and father of three U.S.-born children, was found unconscious in his bed at the Rio Grande Processing Center, run for ICE by the private prison company GEO Group. Staff did chest compressions; he was declared dead about 20 minutes later. He had been locked up since June 26, when officers stopped him at a Laredo port of entry on his way home from Mexico, claiming he had failed to disclose a 2004 theft arrest when he got his green card. His daughter says he disclosed it and the government approved him.
He had a heart condition, diabetes and high blood pressure. His daughter says detention staff would not give him his medications, and brushed off his complaints of a cough, trouble breathing and chest tightness. ICE says he received proper medical care. The Webb County Medical Examiner has not released a cause of death. He was the seventh person to die in ICE detention in Texas this year, and the second in a Laredo facility. Six days after he died, the Fifth Circuit, which covers Texas, ruled that people held while awaiting immigration hearings have no right to a bond hearing, however long they are detained.

ICE agent fires seven shots into a car with a five-year-old in the back seat

Marble Hill, New York City. Oscar Belgal, 28, was driving his Honda CR-V through Marble Hill in the late afternoon, with his five-year-old son in the back seat, when masked ICE agents moved in to arrest him. One agent fired seven times, according to NYPD commanders. Belgal was hit in the neck. DHS says he accelerated toward agents and rammed two cars, and that the agents did not know a child was in the car. No video of the shooting has been released.
What happened next is the point. ICE took Belgal out of the hospital in an unmarked vehicle, and for a time no one, including the mayor, could say where he was. His lawyer says the bullet is still in his body and he is in pain. A man shot in the neck, the bullet still inside him, taken from a hospital bed to a jail cell: that is not normal in America. He was booked into federal detention in Brooklyn, and on October 9 a federal judge barred the government from deporting him.
Mayor Zohran Mamdani says he spent two hours on the phone with Trump and the Homeland Security secretary trying to secure his release, and failed. The next day, Homeland Security Secretary Markwayne Mullin stood at a podium and defended the agents. He blamed Belgal for endangering his own son, and used the moment to attack the mayor and New York's sanctuary policies. ICE called the wound superficial and moved Belgal to a detention center outside New York state. The Marshall Project counts more than 20 people shot by immigration agents since Trump returned to office, most of them inside their cars.

Julian Curo-Churata dies after three months in ICE detention
September 29, 2026 · In federal custody
Monroe, Louisiana. Julian Curo-Churata, 47, a Peruvian man who lived in Laurel, Maryland, with his wife, was arrested by ICE in a Baltimore enforcement operation on June 27 and two days later shipped more than a thousand miles to Richwood Correctional Center in Louisiana. His record, according to ICE, was a conviction for driving with an expired registration. On the night of September 29, staff found him in medical distress and took him to Ochsner LSU Health Monroe Medical Center, where he died. ICE says he received proper medical care. Senator Chris Van Hollen called him the 37th person to die in ICE custody in a year, and demanded an independent investigation. Like Emiliano Andrade-Covarrubias three weeks later (see October 17, 2026), he died in a detention system that Trump has expanded faster than it can keep people alive.

ICE officer shoots a fleeing DoorDash driver in the back
September 20, 2026 · Federal agents under his command
Austin, Texas. An ICE officer shot Wilber Rafael Garcés Pérez, a 28-year-old Venezuelan DoorDash driver who had missed an immigration court date, in the back. After a chase, an unmarked SUV rammed his Corolla in a strip-mall parking lot, and an agent fired three rounds through the back window. DHS policy bars shooting at the driver of a moving vehicle unless deadly force is otherwise justified. The officer had been issued a body camera and was not wearing it. Garcés Pérez was discharged that night into ICE custody, the bullet still lodged near his spine.

Federal agents beat a U.S. citizen outside an Evanston restaurant
September 20, 2026 · Federal agents under his command
Evanston, Illinois. Federal agents pinned a man to the sidewalk outside a Mexican restaurant on Howard Street and beat him about the head. Evanston police found him with injuries to his head, neck, and teeth and called an ambulance. He was a U.S. citizen and an Evanston resident. An agent admitted to a local officer that the team released him only after realizing he was a citizen. The agents left in an unmarked black SUV. The beating came during the deportation surge Trump ordered across the Chicago area.

DHS report finds detainees caged at “Alligator Alcatraz”
September 14, 2026 · In federal custody
Ochopee, Florida. A DHS Inspector General report found that between July 2025 and January 2026, seventy-nine people at “Alligator Alcatraz,” the Everglades detention camp Trump toured and praised, were locked in metal cages about four feet square, some outdoors and too small to lie down in, for up to two hours at a time. The camp broke standards for medical care, food, hygiene, recreation, and safety. Trump had promised it would hold “the most menacing and vicious people in the world.” Of more than seven hundred detainees reviewed, only about a third had any criminal conviction.

Forensic report undercuts DHS account of a Border Patrol shooting

Portland, Oregon. A 56-page forensic analysis by a Portland engineering firm, filed in court on September 11, undercut the Department of Homeland Security’s account of the January 8 Border Patrol shooting that wounded Luis David Nico-Moncada, a 33-year-old Venezuelan man, and Yorlenys Betzabeth Zambrano-Contreras in an East Portland hospital parking lot. DHS said the driver had rammed a Border Patrol vehicle and the agent feared for his life. The report found the car was not moving toward the agent when he fired and could not have hit him.

ICE officer Christian Castro indicted for false statements after a shooting

Minneapolis, Minnesota. A federal grand jury indicted ICE deportation officer Christian Castro, 52, on six counts of making false statements, the first such federal charge against an immigration officer in the nationwide enforcement campaign. During Operation Metro Surge on January 14, Castro fired through the closed front door of an occupied home, wounding Julio Cesar Sosa-Celis in the leg. Two one-year-old children were inside. Castro claimed men attacked him with a broom and a snow shovel, an account surveillance video does not support. Prosecutors first charged the two men with assaulting an officer, then dropped the charges once the video surfaced.

At least two dozen deaths in ICE custody since January

Nationwide. As of September 1, advocacy groups counted at least two dozen people who had died in ICE custody since January; 2026 is on pace to be the deadliest year in the system’s modern history. In 2025, ICE reported 33 detainee deaths, the highest total in more than two decades. NPR reported the death of Lianyong Wei, found dead within hours of being booked into detention in the Northern Mariana Islands, the 57th detainee death since the start of the second Trump term. Human Rights Watch tied the rising deaths to the expansion’s speed and scale.

Most Operation Midway Blitz detainees had no convictions

Chicago, Illinois. A Chicago Sun-Times and WBEZ analysis of ICE's own records found that about 85 percent of the immigrants detained during Operation Midway Blitz, the roughly ten-week surge that began September 8, 2025, had no prior criminal conviction. Over the sixty-eight most intense days, agents deported some 2,700 people and caught only five people convicted of murder. The government justified the operation as hunting the “worst of the worst,” while masked agents under Border Patrol commander Gregory Bovino shot and killed an unarmed man, rammed vehicles, and hauled away day-care workers, tamale vendors, and U.S. citizens.

DHS seeks shock gloves; an agent points a gun at a Virginia woman

Washington, D.C.; Northern Virginia; and Minneapolis, Minnesota. DHS sought up to $20 million to buy the G.L.O.V.E., a glove that delivers a Taser-like shock, for ICE officers. In Bailey's Crossroads, Virginia, a masked agent pointed a gun at Carolina Molina, an American citizen who shouted insults at agents. DHS said she weaponized her vehicle. Her dashcam contradicts that account:
Court filings revealed undercover HSI operations, including “Operation Puppet Master,” that infiltrated Minnesota churches, libraries and union halls, and DHS subpoenaed the financial records of labor unions and the Sunrise Movement. The filings identify the operation as a direct response to President Trump's executive order on “left-wing domestic terrorism.”

Jose Mejia Hernandez suffers a brain bleed in ICE detention

Arlington, Virginia. ICE agents detained Jose Mejia Hernandez, a Mexican man, as he walked to work at about 6:30 a.m. during the Northern Virginia enforcement surge. He was hospitalized with a brain bleed, brain swelling, facial trauma, and internal bleeding. His attorney says agents chased and struck him. His wife and stepchild did not know where he was for about three days, and a GPS ankle monitor delayed his MRI for more than a week. DHS said he tried to flee and agents used necessary force. Local police opened a criminal investigation.

ICE agents kill a Colombian man not named in their warrant

Biddeford, Maine. ICE agents shot and killed a 26-year-old Colombian man during an enforcement operation under Trump's expanded interior immigration enforcement. Homeland Security Secretary Markwayne Mullin acknowledged to Senator Angus King that the man was not the target of the warrant, and said he “weaponized” his vehicle. Advocates said he was authorized to work in the United States. The agents wore no body cameras.
One day later, a 28-year-old man fleeing federal agents in St. Johns County, Florida, was struck and killed by a tractor-trailer while crossing a highway.

ICE agent kills a construction worker mistaken for another target

Houston, Texas. An ICE agent shot and killed Lorenzo Salgado Araujo, a 52-year-old construction worker who had lived in the United States for more than three decades, after agents mistook his white work van for a vehicle tied to someone else. DHS acknowledged he was not the person agents intended to arrest. ICE claimed he tried to strike an officer with his vehicle but released no footage supporting that account. On July 9 the Harris County Medical Examiner ruled the death a homicide. The killing came under the Trump administration's aggressive immigration-enforcement strategy.

ICE agent fires at a car driving away from a traffic stop

Harrisburg, Pennsylvania. During a traffic stop in Harrisburg, an ICE agent fired at a car as it drove away. No one was hit. Federal officials said the driver, who they said was in the country illegally, rammed an ICE vehicle as he fled.

Agents with guns drawn pin a U.S. citizen’s partner to the ground

Salome, Arizona. A state officer pulled over Delilah Quintana, a U.S. citizen, and immigration agents then approached her car with guns drawn. They arrested her partner, a passenger, and pinned him to the ground while shouting “gun” in a video Quintana recorded. She told The Trace that neither of them had a gun. “I was scared they were going to shoot him,” she said.

Border Patrol agent shoots a person in a Blaine neighborhood

Blaine, Washington. A Border Patrol agent shot and wounded a person in a residential neighborhood of Blaine, near the Canadian border. The FBI opened an investigation into the shooting.

ICE agent fires at a driver, then prosecutors charge him
June 15, 2026 · Federal agents under his command
Stafford Township, New Jersey. An ICE agent fired at a car as it drove away from a traffic stop. No one was hit. Federal prosecutors said the driver, Eduardo Cruz Garcia, “weaponized his vehicle” against the agent, and charged him with assaulting a federal officer.

ICE agent Christian Castro arrested on assault and false-report charges

Minneapolis, Minnesota / Harlingen, Texas. ICE agent Christian Castro, charged on May 18 with four counts of second-degree assault and one count of falsely reporting a crime in the January 14, 2026 shooting of Julio Cesar Sosa-Celis during a federal immigration operation in Minneapolis, was arrested in Harlingen, Texas. Castro fired through a door and claimed he had been attacked with a shovel and broom. Prosecutors said surveillance footage and physical evidence contradicted him. Federal authorities had charged Sosa-Celis with assaulting a federal officer; those charges were dismissed.

Agents fire pepper balls at protesters outside Delaney Hall

Newark, New Jersey. Immigration agents fired pepper balls and tear gas at protesters outside Delaney Hall, an ICE detention center, while detainees inside staged a hunger strike over conditions there, according to the ACLU of New Jersey and reporting by NJ.com. DHS accused the protesters of obstructing law enforcement.

Federal agent shoots a man in a mental health crisis
May 20, 2026 · Federal agents under his command
Memphis, Tennessee. Jonah Neal, 25, was in a mental health crisis. His mother called 911 after he stabbed himself and threatened suicide. Agents from Homeland Security Investigations, working with the Memphis Safe Task Force that Trump sent into the city, responded, and minutes after they entered the home one of them opened fire. Neal died at the scene. Authorities have not released autopsy results, so it is not yet known whether the gunshot or his own wounds killed him.

ICE agents shoot a man during a traffic stop on Interstate 5

Patterson, California. ICE agents shot and wounded Carlos Ivan Mendoza Hernandez during a traffic stop near Patterson. Acting ICE Director Todd Lyons said Mendoza Hernandez was wanted for questioning about a murder in El Salvador and tried to run agents over. Video shows him backing up and trying to flee. His lawyer said he was on his way to work.

A federal projectile blinds a student filming a No Kings protest
March 28, 2026 · Federal agents under his command
Los Angeles, California. A DHS agent shot Tucker Collins, an 18-year-old University of Southern California student, in the eye with a projectile carrying chemical irritants during a “No Kings” demonstration downtown, his attorney said. Collins was filming at the time. His right eye was removed.

Asylum seeker dies of hypothermia days after release from federal custody

Pittsburgh, Pennsylvania. Daphy Michel, a 31-year-old Haitian asylum seeker with severe, untreated mental illness, died of hypothermia days after her release from federal immigration custody in Pittsburgh on February 27. She spent at least a full day at a South Shore bus shelter in sub-freezing temperatures before she was found unresponsive. In June 2026, the Allegheny County Medical Examiner ruled her death a homicide. She died amid the Trump administration's expansion of detention, deportation, and accelerated-release policies.

ICE agent shoots at a truck in a New Jersey town
February 10, 2026 · Federal agents under his command
Roxbury, New Jersey. An ICE agent fired at a truck driven by Jesus Fabian Lopez-Banegas, a Honduran man who lived in nearby Dover. DHS said he tried to evade arrest by ramming a law enforcement vehicle, and federal officials said the agent shot out the truck’s tires. No one was hit.

Agents point guns at a woman observing them from her car

Minneapolis, Minnesota. Immigration agents pointed guns at Jessica Kirby, 37, who had been watching their operations from a distance in her car, according to a federal lawsuit.

On September 12, 2025, an ICE officer shot and killed Silverio Villegas González, a 38-year-old cook and father of two, four days into the administration’s deportation surge in the Chicago area. DHS called the shooting justified, but body-camera footage and security video undercut its account. South Padre Island, Texas. Ruben Ray Martinez, a 23-year-old U.S. citizen who was not the subject of an immigration investigation, was shot and killed by an ICE agent during a roadside encounter. DHS claimed he struck or endangered an officer with his vehicle. Body-camera footage released in 2026 shows his car barely moving, brake lights on, when an agent fired three shots through the driver's-side window. A Texas grand jury declined to indict. The clearing followed Trump's demand that day that governors "dominate" protesters. United States–Mexico border. Acting on directives from President Donald Trump, the Department of Justice and Department of Homeland Security formally implemented the "Zero Tolerance" immigration policy, mandating the criminal prosecution of all adults crossing the southern border, including asylum seekers. Trump personally demanded harsher enforcement, rejected warnings from advisors about family separation, and repeatedly argued that maximum cruelty was a necessary deterrent. Because children cannot be held in criminal custody, the policy deliberately and automatically separated children from their parents.
Trump's role was not incidental. He publicly pressured federal agencies to take children, dismissed humanitarian concerns, and falsely claimed that Democrats were responsible for the separations even as his administration executed the policy. Senior officials later confirmed that Trump was briefed on the consequences and chose to proceed. The separations were centrally ordered, intentionally inflicted, and carried out without any operational plan to track, reunify, or protect the affected families.
As a direct result of Trump's policy, thousands of children, including infants and toddlers, were taken from their parents and placed into federal custody. Many were confined in overcrowded, cage-like facilities run by Customs and Border Protection and the Office of Refugee Resettlement, where children slept on concrete floors under foil blankets, lacked adequate sanitation, and were denied consistent access to medical care, legal counsel, or family contact.
Government inspectors, pediatricians, psychologists, and federal courts documented widespread physical and psychological harm. Children exhibited acute trauma responses including prolonged crying, withdrawal, regression, panic attacks, sleep disorders, and long-term anxiety. Parents were deported without their children or detained for months without reliable information about their child's location, outcomes Trump continued to defend publicly as necessary to "secure the border."
During the height of Trump's family separation regime, multiple children died while in U.S. immigration custody or shortly after release. Medical experts and inspectors general warned that detention conditions...overcrowding, exposure, dehydration, influenza, delayed medical treatment...significantly increased the risk of serious illness and death. Subsequent investigations confirmed that Trump's administration had no reliable reunification system, leaving some families separated for years.
Trump and his senior officials described the policy, on the record, as a deterrent: the suffering of children was the mechanism, meant to discourage others from coming. Harm by design, administered by a government.
Total Affected: Approximately 5,500 children forcibly separated from their parents under Trump-era policies.

Trump tells police not to be “too nice” to suspects

Suffolk County, New York. Speaking to a gathering of law enforcement officers, Donald Trump explicitly encouraged police brutality, telling officers not to be "too nice" when arresting suspects. Trump mocked standard restraint techniques and said, "When you see these thugs being thrown into the back of a paddy wagon, you just see them thrown in, rough. I said, 'Please don't be too nice.'" The crowd of officers applauded. The remarks came amid ongoing national scrutiny of police use of force and were interpreted by civil-rights organizations as a direct endorsement of unnecessary violence by law enforcement.
Within days of Trump's remarks, police unions praised the speech, while watchdog groups and municipal officials warned that it would be cited to justify excessive force. Trump later attempted to walk back the statement, but never retracted the message that physical harm to suspects was acceptable. A candidate had cheered violence from a stage; a president was now endorsing it from a podium.
